Local pathologist warns about lead in costume jewelry

Necklaces and bracelets being worn by many of your children could kill them.
“If a child swallows a charm that has 20 percent by weight lead in it, it will go down to his or her stomach, the acid in the stomach will form a soluble salt. It will be rapidly taken up, and it can kill a child,” said DEC Wildlife Pathologist Dr. Ward Stone.
After testing several pieces of his 10-year-old daughter Montana’s jewelry, Dr. Ward Stone realized just how common lead is in costume jewelry.
Stone, a noted wildlife pathologist, originally created the test to detect lead in bullet and arrow wounds for animals. He tested about 300 pieces of costume jewelry in and around the Capital Region and found more than 60 percent contained high levels of lead.
Lead damages the nervous system, and children are the most susceptible.
“As a dad I was very concerned that my daughter could be losing her brain power, forever, by handling and playing with this jewelry,” said Stone.
Now with Dr. Stone’s findings, several advocacy groups are calling on Governor Spitzer to sign legislation to keep lead-filled jewelry off store shelves.
“The Governor apparently has some concerns that the enforcement provision in the bill are not strong enough,” said Russ Haven, NYPIRG Legislative Council. “Clearly the large retailers and business interests in the state were successful in getting a bill that, like many pieces of legislation, is a compromise.”
Governor Spitzer has little time to act. He must sign or veto the bill by Tuesday night. Whatever the outcome, advocates are pushing to have the jewelry removed immediately.
Stone said until that point, it’s up to parents.
“Take a look at what your kids have,” he said. “If you’re suspicious, take it away from them, put it some place where they can’t get it. If you think there’s been some exposure, take them to the pediatrician or a doctor.”

ComVal to focus on jewelry-making

DAVAO CITY (MindaNews/27 August) — After more than two decades of hosting large and small-scale gold mining, Compostela Valley province will now make jewelry-making a priority and its governor is eyeing a cooperative set-up for this.
Governor Arthur Uy, who spoke to reporters at the Kapihan sa Dabaw press conference at SM City today, said he will make jewelry-making a priority of his administration.
Showing a bracelet he was wearing, he said it was ironic that Compostela Valley has the gold resources but it is not processing locally.
He said if areas such as Meycauayan in Bulacan, where there are no gold reserves, have lucrative jewelry-making industry, why not Compostela Valley?
He said there is a need for the local government to support at least ten skilled household-based jewelry-makers in the province.
Uy said the industry has already started but there is a great need to deal with marketing.
“They have the capacity and the skills, we have the resources. We just need the technical people to come in for designs and production style fit for the market,” he said.
The province’s new governor said they will push through with the cooperative set-up of the jewelry industry, which started three years ago. He cited a fund given by President Arroyo to a cooperative, but operations have not prospered due to a need for fine-tuning.
According to www.gov.ph, the President had given P1-million to the town of Monkayo in Compostela Valley for a SME into gold jewelry production in 2002.
Uy clarified that the cooperative already had sold jewelry during a Mindanao-wide tourism exposition.
He said they will send people to train in Bulacan starting this year. He also cited a plan to send trainees to Thailand.
Uy said they want to come up with a comprehensive plan on the project within the next two years.
In the meantime, he said, they will focus on what they can do at the local level. He said they will also look into developing their agriculture and tourism industries.
The governor, however, could not present figures for the volume of gold mined in the province. He also wants to know why the province got almost zero taxes from mining operations in eight towns in the province where small-scale mining operates.
He said the province lost “multi-million” revenues from taxation via the Department of Environment and Natural Resources’ (DENR) Natural Resources Development Corporation, which has been granted full control and total management of the small scale mining operations in Mt. Business that is more responsive to the peace process in Mindanao is among the key issues to be discussed in the 6th Autonomous Region in Muslim Mindanao Business Congress next month, an ARMM Business Council official said.
Bai Sandra Basar, president of the Muslim Chamber of Commerce and Industry of Kutawato (Cotabato), told MindaNews Tuesday afternoon that they are batting for the business sector to play a bigger role in achieving and eventually sustaining peace in Mindanao.
Basar is a board member of the ARMM Business Council composed of at least 10 business chambers and industry associations in the provinces of Maguindanao, Shariff Kabunsuan, Basilan, Sulu, Tawi-tawi and Lanao del Sur and the cities of Cotabato and Marawi.
For the first time in the ABC, she said, the economic cost of war will be highlighted to make the businessman understand the need to prevent war in Mindanao.
Prof. Abhoud Sayed Lingga, executive director of the Institute of Bangsamoro Studies, will present the economic cost as he will discuss the peace process and its implications to business development in the ARMM, Basar said.
Vicente Lao, Mindanao Business Council chair, will discuss the business environment vis-Ã -vis the ongoing peace process, from the lens of an entrepreneur outside the ARMM..
Basar said the best way for non-ARMM businessmen in Mindanao and the country to help is to invest in ARMM’s vast and untapped business opportunities.
At least 300 participants, mostly representing micro, small and medium enterprises are expected to attend what she said is a “bigger and better” ABC congress in Cotabato City on Sept. 4 to 5. Basar was in Davao to tape an episode for the government television show Talk Mindanao.
Basar said peace is, indeed, a challenge for business in the ARMM.
She said peace efforts should be coupled with jobs generation and income for the poor.
“There are those who say investments should come when peace is already there. We think investments can help us solve the peace problem,” the hardware store owner said.
This year’s congress theme is on “Expanding Business Linkages with other chambers, responsive to peace efforts.”
Basar said the businessmen’s interests in the vast business opportunities offered in the ARMM are at stake in the impending peace process.
Basar said the business sector cannot just let the main parties, the government and the Moro Islamic Liberation Front to do it on their own.
“We need a wider role from stakeholders, which can take a stronger cohesive action. We should do what we do,” she said.
One of the things Basar cited is for investors from the ARMM or Manila to invest in industries that could fuel positive domino effect to the agriculture-based region.
He said if only an investor could take courage on putting up a rubber processing plant in Basilan, he could help transform the island province.
Basar herself transports corn from Shariff Kabunsuan province to Davao. She said if only a corn mill or similar service is available, they don’t have to carry products outside of the region.
She said ARMM offers a lot of incentives to investors such as lower labor cost, lower power and water rates and tax holidays as provided by the Regional Economic Zone Authority Law.
She said the best way investors can help is through job creation and helping address “socio-economic exclusion” which deprived people in the ARMM of infrastructure, health and other basic and social services. She said economic activity could help solve the peace problem.
The business leader also lashed out at the media for depicting a generalization of the peace and order situation in the ARMM. “What you see on TV is entirely different from the real situation in most of the ARMM,” she said adding the problem occurs only in specific parts of the region.

Initiative to limit new Ketchikan jewelry stores will go on the ballot

KETCHIKAN — Ketchikan voters in October will determine whether the location of future jewelry stores should be limited.
Borough Clerk Harriett Edwards certified a ballot petition Friday to put the issue on the fall municipal ballot.
Edwards said 594 petition signatures were valid. Sponsors needed to gather at least 533 signatures of registered voters to put the initiative on the Oct. 2 ballot.
The initiative calls for prohibiting future jewelry stores from locating within 200 feet of each other. The rule would not apply to existing jewelry stores that do not close for more than eight consecutive months.
The initiative defines a jewelry store as a business that has jewelry in more than 40 percent of its display area.
Petition sponsor Charlie Arteaga said the group, Citizens for Ketchikan’s Future, is pleased its initiative will be on the ballot.
“We have overloaded on jewelry stores; we could have written something that said let’s plan better, but the problem is we have over 40 jewelry stores downtown,” Arteaga said.
Rob Skinner, president of the Greater Ketchikan Chamber of Commerce, called the initiative flawed and said he didn’t think it would pass. There are empty downtown stores available to create the diversity the group is pushing, he said.

S. Africa: Incubator Sews Seeds For Platinum Jewelry Growth

RAPAPORT… SOUTH AFRICA: Cedric Lesele believes that he has at last found his professional calling in the jewelry industry. The 32-year old student of the Orbit FET (Further Education Training) College is already a qualified hairdresser and has tried his hand at a number of other professions.
“Jewelry manufacture is not as different to hairdressing as you might think. They both have to do with design,†he says without breaking concentration on a casting model assignment. “But this is it for me. My dream is to have my own jewelry company.”
Lesele is a native of South Africa’s platinum mining capital, Rustenburg, and was accepted into Orbit FET at the beginning of 2007 as one of 18 students who make up the first intake at the college.
Five months into their three-year course to become platinum jewelry manufacturers, the school’s management believe that Lesele and his peers are already on their way to reaching their dreams.
“The aim is to develop entrepreneurial ability among the students, so that they can eventually develop their own businesses,†says Gordon Freer, center manager at the Seda Platinum Incubator, which initiated the college’s establishment.
The Seda Platinum Incubator aims to help young entrepreneurs develop platinum-related jewelry businesses by providing services and support such as marketing and project management skills as well as manufacturing services, to which they would otherwise not have access.
The incubator is overseeing the course lectures and content at the college during its first two years, after which Orbit will run independently while continuing to act as a feeder system to the incubator.
One Stop Platinum Shop
Seda (Small Enterprise Development Agency) received the boost it was seeking earlier this month when Orbit, which it recruited to run the training program, was cleared as an accredited services provider. That decision will allow the school’s “learners†to become interns of the incubator during their studies, giving Seda’s management the model they’ve been aiming for – where the learners can put their skills to practice while giving them a closer look at the trials of starting a new business.
Freer hopes the students will eventually be able to transition from being incubator employees to starting their own private businesses.
The Seda incubator currently provides services to six such small businesses, five of which are “virtual,†or off campus, with the latest recruit as the first to set up shop at the incubator’s Rustenburg premises. The incubator has space for up to 15 tenants and Freer admits its current location may not be big enough to accommodate its expansion plans. He envisages the center becoming a one-stop-shop to provide design, manufacture and packaging facilities for platinum jewelers.
Beginning With Beneficiation
The incubator was started by the Platinum Trust - which was formed to address the beneficiation opportunities in South Africa’s platinum environment – and subsequently supported by the Seda Technology Program - which seeks to contribute to South Africa’s economic growth through technology transfer and business incubation. It was through the beneficiation drive to create spin-off industries around South Africa’s rich minerals sector, that the idea to establish the Seda Platinum Incubator developed.
South Africa is the world’s largest producer of platinum, the large majority of which - like the country’s other raw materials - was historically exported to create a foreign exchange stream for the country during the Apartheid years.
Recognizing the potential to create jobs in the sector beyond mining, the South African government has been overhauling its mining legislation to allow the local economy to further benefit from the country’s raw materials in sectors such as jewelry design and manufacturing. The diamond industry also benefited from these reforms with the recent creation of the State Diamond Trader, which will oversee diamond exports and ensure that at least 10 percent of the country’s rough stones are cut and polished locally.
Although the restructuring of the diamond industry is still in its infancy, management at the Seda Platinum Incubator believe they have found the right formula to achieve their beneficiation goals. While they are cautious not to deviate from their mandate “to build platinum jewelry businesses,†they have recognized the potential to partner with other industries to enhance the beneficiation process.
“This is the only dedicated center looking at platinum and group metals in the country,†Freer notes. “There is talk about establishing a diamond college in Kimberley, and we’ve already approached the stake-holders there to arrange possible lecturer and student swaps.â€
“What we don’t want is to have them teach how to cast and finish metals and alternatively we don’t want to teach how to cut, polish and finish diamonds,†he adds.
Creating a Market
Getting this far, however, has been a long process and Freer explains that the incubator was careful to ensure that there exists a sufficient market for high-end platinum jewelry before embarking on its plans. As a result, it initiated the Djadji brand of jewelry to test the market, outsourcing its manufacture and development.
Having successfully sold the Djadji jewelry, the incubator decided to take its involvement to the next level. In August, it launched the new Djadji jewelry collection which for the first time included contributions from the Orbit students.
“The idea is that the students will be responsible for more of Djadji’s manufacturing as their skills develop,†Freer says.
Similarly, the students are helping make other collections of jewelry, including those of the incubator’s tenants, and it is expected that their involvement will increase when they become employees.
Building Businesses
Freer stresses, however, that the aim is not to grow the incubator’s employee base, and as the world eyes South Africa’s drive to diversify its minerals industry, the incubator is careful to keep its mandate well defined and its activities in line with the country’s beneficiation goals. Freer is confident it has the right formula to achieve these goals.
“There’s a shortage of skills in terms of platinum design and manufacturing. The bigger challenge, however, is to keep the skills we have in the industry,†he says. “Our job is not to create jobs in the incubator. Our job is to grow our tenants’ businesses.â€

GLYNN: Chinese-made jewelry can take deadly toll

We’ve read a lot of reports about the Chinese-made toys that have been recalled because they may contain lead paint.
Just a week ago Mattel’s Fisher-Price division, which includes a facility in East Aurora, announced the worldwide recall of 1.5 million preschool toys featuring Dora the Explorer, Big Bird and Elmo, among other characters. Made in China, some 970,000 of those same toys were sold in the U.S. between May and August.
Aside from the obvious concern of countless parents, the lead alert extends far beyond the toy market.
Now we’re cautioned by the experts that dangerous levels of lead can also be found in children’s jewelry, trinkets and hundreds of other items regularly sold at the local dollar stores.
Why all the fuss over a little lead?
If some of the junk jewelry breaks — it often does — and a child swallows even a tiny piece, it could be fatal. A state pathologist at an Albany lab noted last week that if a child ingested only a small amount of lead, it could result in dramatic changes in a child’s nervous system or even a reduction in a few IQ points.
Currently state Sen. James S. Alesi, R-Rochester, and Assemblyman David Koon, D-Fairport, are sponsoring legislation that calls for more stringent control over the lead content of any jewelry sold in the Empire State.
Alesi cites a recent study of lead problems in the state that found jewelry bought at different discount stores contained more than 380,000 parts per million, more than 600 times the established limit. As the senator cautions, what falls into the hands of children can easily end up in their mouths.
“When put into the mouth, the lead can leech off into the blood stream and the medical damage done is horrible,†the lawmaker added.
Some observers contend that any such corrective action probably needs to be taken at the federal level, with legislation that would prevent China from exporting that kind of jewelry to the U.S.

US recalls Chinese-made toys, jewelry amid lead fears

WASHINGTON : Two US toy companies on Wednesday recalled more than 300,000 Chinese-made toys, saying they contain potentially dangerous levels of lead.
Two other companies also recalled nearly 22,000 pieces of children’s jewelry, saying they, too, contained excessive levels of lead.
The alerts come eight days after a massive global recall by US toy giant Mattel Inc., of 18 million toys that were made in China.
Prior to Wednesday’s recalls, there had been four recalls of toys imported to the US from China.
The latest recall included 250,000 Sponge Bob spiral address books and journals, 66,000 spinning tops, including some from the popular Thomas the Tank Engine series, and 4,700 pails, the US Consumer Product Safety Commission said in separate statements issued jointly with the two companies concerned.
The paint on the metal spiral bindings of the address books and journals, and on the metal handles of the tops and pails, “contain excessive levels of lead,” the US importers of the toys, Martin Designs of Ohio and Schylling Associates of Massachusetts, said.
The Schylling company had earlier this month recalled 24,000 Chinese-made “Thomas Friends” spinning tops, warning that they were painted with lead-based paint.
Some 7,900 children’s “Divine Inspiration” charm bracelets and 14,000 “Toby and Me” jewelry sets, including necklaces, bracelets, rings, earrings and pendants, were also recalled Wednesday because of high lead levels, the importers of those products said.
Lead poisoning can cause learning disabilities, behavioral problems, and, at very high levels, seizures, coma, and even death.
